Mark Loffgren is the City Council representative for Super District 6, which encompasses Districts 3 and 4. He was born in Oakland, CA; graduated high school in England; earned his bachelor's degree from UCSC; and earned graduate coursework from UCB. He was recruited by H-E-B to come to Victoria in 1986 and retired as an H-E-B store director. He is a member of the Victoria Sales Tax Development Corporation, the Victoria Metropolitan Planning Organization Advisory Committee, the Victoria Broadband Commission, the Golden Crescent Regional Planning Commission, and the Downtown Tax Increment Reinvestment Zone Board. He was appointed by the Golden Crescent Regional Planning Commission as their representative to the Texas Association of Regional Councils. He served on the United Way Board for 12 years. He was elected in 2019 and reelected in 2022. He received a Distinguished Citizen Award from the City on April 19, 2016.
